Article I- Name

The name of Jefferson Elementary School Site Based Leadership Team shall be: MTSS Leadership Team

Article II- Purpose

The purpose of the MTSS Leadership Team is to determine the barriers getting in the way of accomplishing our school-wide vision, brainstorm solutions for those barriers, and choose solutions that will have greatest impact on meeting our implementation solutions.  The MTSS Leadership Team will embrace the 100% vision of the school, including its collaborative atmosphere, mission and core values. The MTSS Leadership Team will review and monitor the progress towards our vision.

Section 1. Functions of the School-Based Leadership Team:

•           Facilitate continuous school improvement by supporting the design, implementation, and monitoring of the School Improvement Plan to meet the school’s vision.

•           Promote and ensure fidelity in executing the JES WAYS, fostering a positive and collaborative school culture.

•           Provide clear direction and leadership to advance toward the school’s 100% vision, ensuring all initiatives align with mission and core values.

•           Utilize data effectively to analyze progress, identify barriers, and inform decision-making aimed at improving student outcomes.

•           Identify barriers hindering the achievement of school-wide goals and collaboratively brainstorm and select impactful solutions.

•           Monitor and review progress regularly, adjusting strategies as needed to ensure continuous movement toward the school's shared vision.

Section 2. School-Based Leadership Team Duties:

While the MTSS Leadership Team is not involved in the daily operations of the school, it plays a vital role in key tasks that influence the overall school environment and achievement. The team’s duties include:

 

•           Facilitating the development, monitoring, and revision of the School Improvement Plan, with a focus on ensuring that 100% of our students read on or above grade level.

•           Advancing policies and procedures aligned with Jefferson’s mission and core values to enhance academic achievement, safety, and parent involvement.

•           Guiding decision-making through data analysis to identify barriers and select impactful solutions that support our collective goal: 100% of students reading on or above grade level.

•           Updating and approving the Title I plan to ensure resources support literacy and student success.

•           Building the capacity of staff and the school community to address concerns, foster a positive climate, and uphold our core values of Words Matter, Actions Matter, You Matter, Safety Matters, all within the framework of "I do my part because we all matter, and we are better together."

•           Supporting improvement efforts in key areas, including:

o          Curriculum

o          School Climate

o          Social-Emotional Learning

o          Classroom Management and Discipline

o            Two-way Communication between all stakeholders

o          Parent Involvement

o          Co-curricular Activities

•           Consulting with the principal and providing recommendations on budget allocations related to staff development, instructional materials, and staff positions to promote literacy and overall school success.

Article III- Membership

Section 1.        Membership of MTSS Leadership Team  

Composition of Staff Membership:

·       Principal

·       Assistant Principal

·       Curriculum Facilitator

·       One core teacher from each grade level or each grade span – PK/K; 1st/2nd; 3rd/4th; 5th

·       A minimum of one representative from the Instructional Support Personnel (Art, Music, PE, Guidance)

·       One-two representatives from EC, Speech, AG, and ESOL staff

·       One classified staff member

·       Media Specialist

·       Optional –

o   Social worker

o   School psychologist

o   Data coach

Composition of Parent Membership:

*A maximum of 30% of the Jefferson Leadership Team should be compromised of parents.

Section 2.      Election and terms of service for members

All members will be elected by their team and shall serve a minimum of two years and not exceed 4 consecutive years. It is recommended that at least one-half of the team’s composition remains each year, while approximately one-half of the members rotate off the team, as needed to maintain consistency.

The members should be determined by the end of the preceding school year. Each team should develop a process of ensuring that there is continuity on the team from year-to-year, while still holding election guidelines. In the case of attrition, a replacement representative from the constituency group will be nominated by the group or the MTSS Leadership Team and voted on to complete the departing representative’s term. Leadership team members are expected to regularly attend leadership team meetings.

A.    Election of parent representatives:

Parent representatives shall be elected by the parents of children enrolled at Jefferson Elementary in an election conducted by the PTO. Parent representatives shall reflect the racial and socioeconomic composition of Jefferson Elementary and shall not be members of the building level staff.

B.    Election of Jefferson Elementary staff representatives:

Grade level representatives for teachers, representatives for Instructional support personnel, classified staff, EC, Speech, ALL shall be nominated by their representative groups.

Section 3.        Voting Rights

MTSS Leadership Team will operate under the constituency consensus process.

Article IV- Roles

In order for MTSS Leadership Team to operate efficiently and productively, the team will elect a Lead Facilitator (process manager) from its membership to serve a two-year term. It shall be the decision of the members at the first meeting of the year to assign the role of the recorder/minute taker for a two-year term.

·       If the team is going off in a direction that does not align with our vision, call a reflection moment. 

·       Team reflects and returns to the purpose of the action step.

·       Keeps time for each agenda item.

 

 

Article V- Meetings

Section 1. Meeting Day and Time

The standing regular meeting day and time will be determined by consensus of the MTSS Leadership Team members at the last meeting of each academic school year. The MTSS Leadership Team will meet at least twice per month (one full leadership team meeting & one FIT team meeting).

Section 2. Meeting Minutes

·       Minutes of the meetings will be posted on Indistar with the link and directions for all school stakeholders to access SIP located on the Jefferson school website.

·       Team members should review meeting minutes with their grade levels.

Section 3. NC Open Meeting Law

MTSS Leadership Team meetings fall under the Open Meetings Law of North Carolina. The law dictates the following:

·       MTSS Leadership Team shall file a notice of the day, time and place of regular meetings.

·       If a regular meeting time is changed, MTSS Leadership Team shall file a notice of new meeting at least seven days prior to new meeting.

Section 4. Quorum

            Two-thirds shall constitute a quorum for the transaction of business.

Article VI- Amendment of Bylaws

MTSS Leadership Team Bylaws may be amended by the consensus of the team.
